Last time i checked, Brugbart didn't even rank in Bing for the most relevant Keywords and keyphrases. And trying to search for something like "HTML Tutorial", only brings op what appears to be a few static results.
If i take Brugbart as an example, then searching for the exact phrase: "SEO Tutorial Brugbart", won't even bring up Brugbarts SEO Tutorial in the results. It dose bring up the bare domain, which is totally irrelevant to the search phrase.
Searching using the same phrase in Google, will however bring up, not only the SEO Tutorial, but also at least a few other relevant pages from the Tutorial. One of which is the definition page for the word SERP, along with a few other pages listed in the Tutorial.
I'm not sure why Brugbart suffers from these issues in Bing, but it has been like that for as far as i can remember, with only little to no improvement. But one thing is clear to me, Bings results are way to static compared to those in Google. Where Google constantly seem to change, Bing seem to keep the same results, with little change at all.
I do think Bing is becoming more competitive, but they don't seem to directly steal results from google, and if they really where, then they must be really bad at it.
What they do seem to do however, is to overestimate their search engine, which clearly can't match Google yet. They keep talking about "Next generation search", when they haven't even matched the current standard yet, which is set mainly by Google. Boosting like that, makes it seem like they are hungry for attention.
But who knows, maybe they got Doom in their sleeves. Like Doom became the new standard for first person shooters, maybe so will Bing. But i find it highly unlikely.
I'm happy with Google, and i wouldn't consider using Bing anytime soon. What i really like about google, aside from getting mostly relevant results, is their simplistic search layout. Bung has a ugly image behind their search bar on their front page.
