Brugbart recently posted some information about the new HTML sectioning elements, which can be found in the References.
The HTML section element is used instead of the h1-h6 elements to create sections in a document, each section can contain a single h1-h6 element, which should contain the header of the section.
The actual number of the section h1-h6 wont do anything, as it will be the sections that determine the level of the section.
Another useful element is the Article element, which should contain the main content of your page. That would usually be a news article, blog post, or other type of content which can be syndicated.
These elements are already safe to use, especially now that IE9 has added support for new elements. It will be interesting when Firefox 4 is released, because then the true fun starts to happen.
